Hi even though colors are non permanent the do stain the hair, so in my experience the color hangs around for awhile, especially if you do it over bleached hair which is very porous. But it depends on the color, say lilac/lavender fades much quicker than pink.
Yes diluting heavily with conditioner is a good method.
